Career Development Loans (CDL) Career Development Loans are commercial bank loans to help pay for learning. The LSC supports learners by paying the interest on their loan while they are in training, with the learner starting to repay their loan one month after their training ends. Who is it for? · Must be 18 and above · Ordinarily resident in England, Scotland or Wales with an unlimited right to remain in the UK · Must be unable to pay for the course themselves · Must be intending to work in the UK, the EU or the EEA when the course finishes
What courses can I do? The CDL can be used to pay for all sorts of learning, and the associated costs, which can help the learner improve their job skills. However, some types of courses are NOT eligible: Careers counselling courses - A CDL cannot be used to fund any course that solely provides you with careers information, advice and guidance. This includes careers counselling, careers progression, CV writing, job-hunting etc. However, a CDL can be used to fund a course leading to a professional qualification in career guidance. Franchise courses - A CDL must only cover the initial learning costs, usually the induction training. It must not be used to pay for the franchise or to buy a licence from the franchiser. Foundation courses - A foundation course used as the first step towards a degree course is not eligible for a CDL. However, a stand-alone foundation course that leads to employment in its own right would be eligible. How much can I get? Loans of between £300 and £8,000 may be applied for. What can the money be used or not for? · A CDL can support many full-time, part-time, or distance learning courses · Up to 2 years of training, or 3 years if the course includes some work experience. · Costs of equipment, e.g. books, tools, childcare, travel expenses · 80% of course fees, or 100% if the learner has been out of work for 3 or more months at the time of application, will be paid for · Some living expenses, e.g. food, ordinary clothing, household fuel, rent, council tax and water charges How can I apply for a loan? Applications should be made directly to the chosen bank and any loan agreement reached is between the applicant and the bank. The learner can apply up to 3 months before the course starts, however, only 1 bank can be applied to at a time. If a learner is refused a loan by a bank they are permitted to apply to another participating bank Will a CDL affect my benefits or other funding? ü The learner may be able to defer their repayments for up to 17 months if, for example, they are unemployed and claiming benefits, or employed and claiming one, or more, of the following benefits: Income Support, Housing Benefit, Council Tax Benefit, Working Tax Credit or Pension Credit. ü If the learner stops working so that they can study their National Insurance position could change. However, they may be able to claim NI credits for the period of their learning ü A learner in receipt of ALG may be able to obtain a CDL to help with associated learning costs which are not covered by the ALG v If the learner is in receipt of an NHS non-means tested bursary they will not be eligible for a CDL v If the learner has a job and their employer will receive a grant for their learning they will not be eligible v Also, if the learner is entitled to some other types of financial help, for example, a mandatory grant or a student loan they will not be eligible for a CDL v An employee of a C2L learning provider is not eligible for a CDL v The living costs must NOT be covered by any other grant or state benefit v Receiving a CDL may affect a learners benefit entitlement Where do I go to get a loan and how does it work? · The LSC operates the CDL scheme in partnership with three high street banks (Barclays, The Co-operative and The Royal Bank of Scotland). The bank assesses any loan application against its own lending criteria. Loan decisions are the responsibility of the bank concerned and as such may be affected if the applicant has a poor credit history. · The learning provider must be registered with the CDL scheme to be able to accept CDL supported learners. This register is maintained for administrative purposes only.
